Progress Report on Research Project on Detection and Prevention of IT Related Fraud
Background
- This note updates progress on the Committee’s
research project into IT related fraud. The project is led by
the UK, with support from Canada, France and Poland.
- The main components of the project are:
- An introduction to the topic;
- A review of existing material covering the scale and nature of the problem, fraud detection and prevention;
- A survey of SAIs to gather material on experiences, approaches and good practice;
- Good practice guidance;
- New training material for updated courseware or advanced training;
- A glossary of terms and a bibliography.
Progress
- The two first stages of the work –
introduction and a review of existing material is completed and an
initial draft, together with the draft survey questionnaire was
circulated to SAIs supporting the project.
- The agreed questionnaire was issued to all
(170) SAIs in February, with responses due by the end of March. At
the time of writing (end April) responses had been received, with
the promise of a few others. We have also received four helpful
letters of apology for not being able to provide detailed
information. These will be included in the data as
"information not available" as it is vital that all
responses are included in the analysis.
- We plan to encourage further responses
shortly, by issuing a brief progress report based on those
received so far. It is most important that those SAIs with little
information, or "don’t know" replies contribute this
information because it add to the overall picture for the final
report.
- Given that getting responses is taking a little longer the expected, we have adjusted the planned timetable slightly. We now plan to:
Timetable for future work
- Collate the results and draw conclusions by
end July 2001;
- Draft good practice guidance and issue
draft for comment, prepare an glossary and bibliography by end
August 2001;
- Circulate the final report by end October
2001;
- Devise an approach for an advanced training
module or expert seminar by end December 2001
- 1st training course, or expert
seminar in 2002.
Recommendation
- The Committee is invited to note progress and the timetable for future work. Any comments on this project, at any stage, would be most welcome.
